Determination of objectives based on the needs of the community

Objectives are expressions of the ends towards which efforts are directed. Before
deciding on the projects to be undertaken, the basic objectives of the programme need to be determined by the villagers in consultation with the extension staff. The objectives should be identified on the basis of the analysis of the local situation as in step 1. The villagers must have a very clear understanding of the projects that are identified and to be taken up, so that they are able to establish proper objectives for the programmes. Objectives of the programme can be decided upon by the

  • Head of the family for family plans
  • Village panchayat, villagers, leaders of local institutions and advice of the extension workers for village plans

  • While clearly defining the objectives, the following points need to be considered:
  • Objectives have been determined relative to the major problems/needs/interests of the community as determined by the programme planning committee.
  • Both immediate and long-term objectives have been determined.
  • People involved in the determination and acceptance of objectives include
    • members of the programme planning committee
    • members of the panchayat
    • area extension staff
    • district level specialists
    • other resource persons
