Lesson 16 : Procedures in Programme Execution

Who Executes the Programme

As given in the structure of the organization, execution of the programme is primarily the responsibility of the block development officer (BDO) or any extension officer acting in his place; who is concerned with the administration of the programme after it has been finalized through various stages. This requires effective delegation of authority, function and services rendered to other staff members. Such delegation to be effective requires:

  1. A good basic organization
  2. Courage on the part of the administrator
  3. Faith in the associates
  4. Giving responsibility to each staff member
  5. The authority delegated must be clearly understood.
  6. Avoid conflicting or overlapping delegation
  7. All staff members concerned are aware of the delegation.

In addition to extension staff, local leaders, local bodies and various other organizations also play a role in programme execution. They all should be trained and guided to work which they are interested in. Regular staff meetings should be conducted at which discussions should be done on

  • Immediate plans for the future

  • Persons to be on tour for a particular period
  • Inspections made for the work in progress
  • Other supplies/materials needed for carrying out the work
