Technical factors

Rural projects planned and implemented under the programme may be of different forms. From technical point of view, these activities or projects can be classified as:

  • Irrigation and increased crop production
  • Livestock
  • Waste land development
  • Agricultural machinery
  • Home science projects as preservation, energy saving, income generation etc.

Every project of the programme emphasizes at producing some output and every output involves a production function, which converts the inputs applied into outputs.

This production function is actually the production process which is technical in nature and may be biological, chemical or mechanical. For e.g, milk production is a biological process and manufacturing farm machinery involves mechanical process. A simple example to understand the production process is

Therefore, for successful implementation of the project, it is very important to know the nature and form of technical factors involved in each project and how they can be modified to produce the desired results so that they do not serve as an obstacle to programme execution. Moreover, good technical staff with expertise in different areas for different kinds of projects is required, to specify the crucial technical factors involved in implementation of a project.

Example:

  • In a programme which requires irrigation projects to be implemented, certainly irrigation engineers serve the best work.
  • For crop production programme, specific skills of an agronomist are required
  • For livestock project, veterinary and animal husbandry specialist is needed
  • For the programmes where activities are related to women and household aspects, the crucial role is played by the home scientist who is specialist in this area. She will be quite helpful in giving her scientific and technical knowledge of home science for projects of preservation, baking, garment manufacturing, income generation techniques and many others.
Technicians hold a key role in examining the post-harvest technologies, processing, storage and marketing facilities that are required to implement the project. Also they are the ones who identify the gaps in information that needs to be filled in early stages of implementation. In a nutshell, the technical factors have to be taken care of and modified in order to avoid any obstacles in execution of the programme.
