Definition

  • Evaluation is a process by which the values of an enterprise are ascertained or analyzed by which one is able to understand and appreciate the relative merits or definitions of persons, groups, programmes, situations, method and processes” (Kelsey and Hearne, 1954).

  • Evaluation is a comparison of the situation before and after a development programme has operated within it for a pre determined period” (Mathew, 1956).
  • Evaluation is an effort to learn what changes take place during and after an action programme and what part of these changes can be attributed to the programme” (Klineberg, 1955).

  • Assessment of progress and impact
  • Exploring areas of success or failure
  • Analysis of reasons for success or failure
  • Ensuring acceptance of programme benefits by people and their reactions towards it
  • Identifying areas of improvement in programme formulation and implementation
