PROGRAMME PLANNING, IMPLEMENTATION AND EVALUATION 2(1+1)
Lesson 23 : Types of Monitoring and Evaluation

Performance Monitoring

In the process of programme implementation, it is necessary to know the actual performance. An internal monitoring of the programmes, is therefore, necessary to determine the physical and financial accomplishments on a regular basis. Physical achievements are judged by comparing actual outputs to the preset targets to ensure the level of performance of an activity for a certain period of time. This may be done on a monthly, quarterly or annual basis, depending on requirement. It is therefore, concerned with establishing whether targets are actually met or exceeded and effectiveness in terms of meeting the expectations of the beneficiaries in terms of quantity and quality of the outputs.

The most common method of measuring performance is the percentage accomplishment of target and comparing the year to year performance for the activities defined. Besides this, it is also necessary to examine the financial performance of a programme to determine the actual expenditures as compared to the budget allotted so that cost efficiency of the activities can be calculated.
