Export Procedures

The following export documents are generally required for the export of fish and fishery products:

  1. Proforma Invoice
  2. Commercial Invoice
  3. Packing List
  4. Insurance Certificate
  5. Mate’s Receipt
  6. Bill of Lading
  7. Certificate of Origin
  8. Bill of Shipping
  9. Letter to Bank for negotiation/collection
  10. Health Certificate

The types of export are 1. For 2. C&F 3. CIF The Agencies involved in export are:

  1. C&F agent
  2. Shipping line
  3. Surveyors
  4. Customs
  5. Port Trust
  6. Chambers of Commerce
  7. EIA/MPEDA
  8. Exporter’s Bank
  9. Reserve Bank of India (RBI)
  10. Insurance company

The following are the procedures for the export of fish and fishery products:

  1. Open a Current Account in any Commercial Bank in the Company’s name.
  2. Legally the company has to be registered under Industries Registration Act with the Registrar of Companies.
  3. Apply through the Bank by depositing Rs.1000/- by filling CNX form to get RBI code to deal foreign currency.
  4. For registering the company’s name
    1. If the company is a single ownership, produce the Article of Memorandum and Register the company in any name.
    2.  If the company is a private limited, all share holders will be called as Directors. Prepare the Article of Memorandum and give four names for registration and one name will be selected and the company will be registered legally under this name.
    3.  If it is a Public Limited, there will be Board of Directors. Prepare the Article of Memorandum and register the company’s name.
  5. Apply to Joint Chief Controller of Imports and Exports or Director General of Foreign Trade for getting Import and Export (IE) code by submitting the Registration Certificate and RBI Code.
  6. Produce Land ownership Deed or Lease Agreement and lay-out of the plant to all Government authorities.
  7. Apply to Pollution Control Board (PCB) to get clearance.
  8. Apply for electricity and water.
  9. Apply to BDO for getting Revenue Department clearance
  10. Prepare Project Report and apply to MPEDA for getting Export Certificate/Registration Certificate by Submitting Project report along with land deed and lay-out of the plant
  11. Apply to get sales tax registration from both the Central and State Governments
  12. Start and complete the construction of the plant
  13. Apply to MPEDA to get certificate for processing hall, ice plant, peeling shed, laboratory and cold storage. MPEDA will issue temporary Registration/Export Certificate
  14. Within a month after making one shipment, apply to MPEDA for permanent Registration/Export Certificate. Warehouse, if any, for storing the products has to be registered and certified by MPEDA.
  15. Bacteriological analysis of processing plant water has to be done
  16. Get certificate for weights and measures
  17. Get Medical certificate for working labourers
  18. Apply to EIA for their clearance and certificate and for getting packer’s code number. For this, they require water sample analysis report, weights and measures certificate, medical certificate, and MPEDA certificate.
  19. A panel consisting of Officials from ELA, MPEDA, CIFT and Local Chamber of Commerce or industries will visit the plant for inspection and approval of the plant.
  20. Within three months of commencement of the plant, it has to be registered with the Inspector of Factories. They will regularize the labourers, safety measures and pollution control measures.
  21. Apply for insurance for labourers and equipments.
