Introduction

The world community observed 1985 as the international youth year to promote policies and programmes relating to youth as an integral part of the social & economic development. In the development strategy housing assumes a prominent place. While it absorbs a family large share of the development finance, it’s output in the form of comfortable shelter and healthy environment serves as the essential basic infrastructure. Housing is an enormous and complex problem particularly in the developing world where the youth are affected. Housing and environmental facilities the urban areas in particular are deficient. Overcrowding, congestion, dilapidation disrepair are some of the common characteristics. For the youth adequate shelter and healthy environment is an insurance against despair and deprivation and eventual upliftment of the youth.
