Handloom Export Promotion Council (HEPC)

  • The Handloom Export Promotion Council, registered under the Companies Act, 1956, was constituted in 1965 by the Government of India as the nodal agency for export promotion efforts related to the cotton handloom textiles sector.
  • The main problem faced by the Handloom Industry in marketing their cotton handloom products abroad is the acute competition from other countries. The exporters of cotton handloom products have been placed at a disadvantage due to high cost of production and low productivity.
  • The Handloom Export Promotion Council has been continuously taking up the problems faced by the handloom exporters with the Government of India other agencies and helping the exporting community to increase their productivity, improve quality, etc.
  • The Handloom Export Promotion Council provides to its members a wide range of services which inter-alia consists:
    • Dissemination of trade information & intelligence.
    • Publicity abroad for Indian handloom products.
    • Facilitating product diversification and adaptation to meet modern market requirements.
    • Providing thrust to modernisation of handlooms for the export market.
  • To provide or make arrangements in any country for the establishment of museums, show rooms, emporia and other agencies or methods of advertising for the proper conduct of publicity for Indian readymade garments or for the purpose of achieving any of the objects specified in this Memorandum. To establish and maintain in India collections, libraries and compilations of literature and to translate, compile, collect, publish, lend or sell any literature connected with this trade. To prepare, edit, print, publish, issue, acquire, and circulate books, pamphlets, papers, periodicals, gazettes, circulars and other literary undertakings having a bearing upon industry, trade or commerce, especially, relating to garments and exports.
  • To secure good relations between the Members of the Council.
  • To collect, classify and circulate statistics and other information regarding any trade, commerce and industry in relation to the main objects.
  • To arbitrate in the settlement of dispute arising of commercial transactions between parties willing or agreeing to abide by the award and to make regulations for settlement of claims in which the Members are involved.
  • To purchase, or by other means acquire, any freehold, leasehold, or other property (movable and immovable) or any estate or interest whatever, and any rights, privileges, or assessment over or in respect of any property and any buildings, and any real or personal property of rights whatsoever which may be necessary for, or may be conveniently used with, or may enhance the value of any other property of the Council. And also to construct upon any premise acquired for the Council, any building/buildings for the purpose of the Council and to alter, add to or help in repair or remove such building or buildings.
    1. To draw, make, accept, endorse, discount and execute negotiable instruments.
    2. To deposit or invest the money of the Council in any banks, and/or securities approved on behalf by the Union Government.
    3. To collect funds or subscriptions from the Members as may be specified in the articles of association.
  • To remunerate any person or company for services rendered or to be rendered, on or about the formation of the Company or the acquisition of property by the Company, or the conduct of its business.
  • To subscribe to, become a member of, or be a affiliated to, and cooperate with any other Company or Chambers of Commerce or Federation or an
    • Provision of design inputs to promote export of handloom products.
    • Organisation of business missions/buyer seller meets and participation in trade fairs abroad.
      Consultancy and guidance services for handloom exporters.
    • Liaison with the Government of India on all procedural and policy matters relevant to the handloom export trade.
    • Dealing with trade complaints pertaining to handloom exports.
    • Liaison with import promotion and commercial agencies abroad for the benefit of handloom exporters.
