The council consists of a chairman and 28 members. The chairman is nominated by the chairman of the Rajya Sabha, the speaker of the Lok Sabha and member elected by the Council itself. Of the 28 members, 13 are nominated in accordance with prescribed procedure, from among working journalists of whom six shall be editors of newspapers including at least three from those in Indian languages, six are nominated from newspaper managements (two each from big, medium and small newspapers, one from a news agency management, three from the fields of education and science, law and literature, nominated respectively, by the University Grants Commission, Bar Council of India and the Sahitya Academy, five MPs, three from Lok Sabha nominated by the Speaker and two from Rajy Sabha nominated by the Chairman.
The PCI Chairman and members hold office for three years but the chairman can continue till six months pending nomination of his successor. Members absent for three consecutive meetings without 'sufficient excuse' lose their membership, as do the MPs whose term in Parliament ends before the PCI. A retiring member can be nominated, but only for one more term. Non-members can be nominated to any of the general or special purpose committees but can attend only the committee meetings without voting rights and will not be considered PCI members for any other purpose.
