Management and control of programmes

A programme is usually implemented through a series of well defined projects. This means that a programme usually consists of a number of projects, which are all to be implemented and put into action. Each project in the programme has its own plan of work and thus answers the questions- what, who, when, why, how and by whom the work is to be done. After the programmes have been thoroughly planned, it is very necessary that the different projects involved in the programme should have a good management and control for its proper implementation at grass root level (village).

“Control” refers to maintaining project operations to meet changing circumstances such as markets, input, product prices, government policy changes and so on.
“Management”
covers five aspects such as:

  1. Technological
  2. Business
  3. Administrative
  4. Human relations
  5. Resource

These all aspects have to be managed well so as to have a successful programme implementation in order to avoid any obstacles.
Project management performance depends on:

  1. Staffing structure appropriate to the type and size of the project
  2. Quality of staff
  3. Wages and salaries of project employees and their access to urban amenities which are inadequate and unattractive as compared to other sections
