• Identifies the specific educational job to be done and indicates who shall do what job i.e.

• Work done by client system
• Involvement of specific institutions, organizations and other service departments
• Financial requirement and how it will be met
• Arrangement for training of farmers
• It clearly indicates
• How it will be done
• When it will be done
• Where it will be done
• Who will do it
• What people are to be reached
• It gives clear calendar of activities and events
• Techniques, methods, materials and other resources required
• Identification of subject matter considering the people’s level of interests, knowledge, attitude and available time and technology.
• Training needed by extension workers and leaders
• Specific changes to be achieved
