Collection of facts is the starting point of a programme planning process. Good planning depends on the availability of adequate and reliable data, its scientific analysis and proper interpretation. Facts are the foundation stones upon which the village leaders and the planning committee members plan and implement their programmes.

The local situation i.e. as it is situation is the time when the people enter the community for collection of facts. It is the bench mark survey from where people should start the process of programme planning.
