Lesson 10 : Abilities of Planners

Ability to organize people and things

This requires an understanding of

  • The nature and function of organization
  • Principles of organization
  • Techniques of organization
  • The nature and role of coordination and integration in programmes.

The term “organization” refers to any collection of persons, materials, procedures, ideas, facts and the like, so arranged and ordered that in each case, the parts make a meaningful whole and are necessary for the performance of functions. Good organization is that which groups activities, ideas, facts, materials or persons so as to get the best performance with the least effort. Good organizational ability is shown by definite regularity, predictability and dependability in the everyday performance of persons or groups doing the job expected of them. The act of organization requires attention to atleast these two definite and well established progresses:

  1. Co-ordination – “Coordination” means making harmonious adjustment to give things and actions their proper perspective- to unify designated effort into an integrated whole. Co-ordination is required in carrying out practically any task or assignment and there must be coordination among all major community development functions including administration, supervision, programme planning, programme execution and appraisal (evaluation) of accomplishments.
  2. Procedure analysis- “Procedure” is a way of arranging sequences of operations for effective action. Important facts upon which the success of procedures depends needs to be identified.
