Involvement of local people in planning a programme

Programme planning in rural areas involves making decisions about important objectives to be achieved in a particular area. The extension workers face a number of problems in identifying the objectives of a programme which clearly reveals the needs and interests of rural people. Hence this process of identifying objectives is a crucial component of programme planning and they are skilfully identified by the joint participation of the extension workers, officials and the rural people themselves, instead of their single contribution. The contributions of the rural people in programme planning are most significant when they participate through an organized effort. The following criteria must be taken into consideration for the efficient participation of local people in programme planning.

  • The extension staff forms the representative committees of the people who work continuously and efficiently in planning a programme.
  • The people who are members of the planning committees at rural level represent the socio-economic status and important needs and interest of the rural people along with other important aspects of the area.
  • The members of the planning committee working at the local level are selected by appropriate democratic procedures.
  • Each member of the planning group must have a clear understanding of
    • Purpose of the group
    • Function of the group in achieving the purpose
    • Individual role as a group member
  • Different policies and rules are formulated for the temporary and permanent membership in planning groups.
