Licensing

Nature and Purpose of Licensing: Licensing as a child welfare responsibility rests on state statutory provisions for the regulation of the places and means by which children are cared for outside their own home. Either part of the day or full time, The intension to regulate the conditions under which children are cared for and to establish a standard a floor of protection – for care outside their own homes. The primary legislative thought in licensing is not prohibition but regulation to be made effectively by the formal general denial of a right is then made individually available by an administrative act of approval, certification, consent or permit.

The protection which licensing of child care facilities offers is extended to both children and their parents. If the care given is neglectful and unsuitable a child can be seriously harmed. Protection against gross physical abuse or severe emotional neglect must be licensed to give care to them, who stays outside the home. Licensing supports and enhances the possibility of providing care, happiness and successful experience for children.
