Lesson 43 : Regulation of Child Welfare Institutions

Recommended Standards

In addition to the requirements which must be met before a license is issued, there are also recommended standards. Some licensing laws provide for recommended standards to be used with licensees as objectives or desirable goals. These desirable goals are based on approved practice and are used in consultation with child care personnel to try to raise the level of care given to children.

Recommended standards written and distributed by standard-setting agencies, such as the Child Welfare League of America (CWLA) and the Office of Child Development (OCD) are more appropriate. Such standards become unofficial goals for many persons involved in different ways in organizing or offering child care services.
