Mandatory Standards

Licensing standards are mandatory for operating a child care home or institutes. These standards represent a floor under the quality of child care services below which no facility should be authorized to care of children. The role of the licensing worker in relation to these standards is to see that they are met before license is issued.

Mandatory Licensing Standards must be

  1. Understandable to any citizen,
  2. Specific enough that it is clear what must or must not be done,
  3. Enforceable in the sense that a particular standard can be measured or judged, and
  4. Complete enough to offer the protection needed by children.
