Lesson 18 : Role of Local Bodies, Organizations and Extension Agencies in Programme Execution

Panchayats

  • Panchayats are referred to as government at the village level. This institution stands as an important component of the village structure through which democratic action can be made effective. Panchayats in rural areas help a lot in spreading ideas and getting them accepted by the people during programme implementation.

  • The panchayats function as statutory bodies almost throughout the country and under such acts are responsible for various agricultural, animal husbandry and amenity or social welfare programmes. If the office bearers of these panchayats are properly oriented and trained in the discharge of their responsibilities, programmes are easily promoted in the villages.

  • The gram panchayats undertake a wide range of activities at village level like agriculture development, livestock improvement, water supply, village sanitation etc. hence its members are quite helpful in disseminating information of the programme and convincing people to participate in it and adopt the practice.

For implementation of specific projects, the extension agents have to involve the panchayats at the intermediate and village levels and focus is mainly on employment and income generating programmes.
