Steps in Programme Planning

On perusal of different steps of the programme planning by different extension educators and authors, the process of extension programme planning can be broken down into a logical series of nine consecutive steps as listed below:

  1. Collection, analysis and evaluation of all available and pertinent facts bearing on the welfare of the rural community.
  2. Determination of objectives based on the needs of the community.
  3. Identification of problems/obstacles faced in achieving the objectives or meeting the needs of the community.
  4. Finding solutions to problems
  5. Selecting problems to be tackled with due consideration to priorities
  6. Developing a plan of work towards solution of selected problems.
  7. Executing the plan step by step in a coordinated manner.
  8. Continuous checking and evaluation of results.
  9. Review of progress towards achievement of objectives & projecting of plans for an additional period.

Steps 1 to 5 are included under Programme planning

Steps 6 to 9 are included under Programme action.

The programme planning process is a continuous one starting from the first step and ending at the last step (Fig. 7.1). Each step has its own importance and if any one step is missed, the programme may not be realistic and the objectives set may not be fulfilled. It is therefore, necessary that steps of the programme planning process should not be overlooked or missed while planning and implementing the programme.
