Community Role

The community represented by the state in a parent, beyond the biological parent to all children as such, the community has some rights and obligations in implementing its role in the parent-child network. The community fulfils its ‘parental’ obligations by exercising its regulatory and legislative powers in protecting children and providing the resources they need for proper biological and psychological development. The community protects children by licensing day-care centers and providing legal sanctions against child labour, neglect and abuse of children, truancy. Through legislation establishing adequate programs for social insurance, income maintenance, health care, public welfare agencies, school and recreational facilities, the community provides that enables the child to meet his needs.
